Eliot-Hine Middle School Modernization

The original Eliot-Hine Middle School was built in 1931 with a capacity of 850 students. The school received comprehensive modernization beginning in the summer of 2018. The Department of General Services (DGS), DC Public Schools (DCPS), and Perkins Eastman DC worked with the School Improvement Team (SIT), comprised of school staff, parents and community members, to develop concepts for the school based on program, student, teacher, and community needs.

The General Contractor Turner Construction Company contracted Atmos to provide CBE contracting, DOES, and DOL labor compliance services during the renovation of the educational facility. Atmos provided consultation for CBE subcontracting compliance monitoring as required by DC DSLBD and labor compliance as required by the District of Columbia; this included the drafting and submitting of CBE/SBE acknowledgments, subcontracting plans, and Quarterly Vendor Verification Forms and Multipliers.

Atmos provided audit services, including review of certified payrolls and timesheet records of employees; audited wage and labor compliance as required by the DC Office of Contracting and Procurement; and audit review of employee paycheck stubs to ensure they are paid per required Davis Bacon Wage Rates based on the employees’ classification.
